In that development, the sole air traffic controller at Blue Grass Airport cleared Comair Flight 5191 for take off just before dawn last Sunday and then diverted his attention to other matters according to Federal Aviation Administration officials. This lack of attention on the part of the traffic controller unquestionably will impute liability on the airport and its agencies when the time comes to settle the claims of those who perished on the flight.
