The teens were walking in the emergency lane on Highway 138 near interstate 675 when Johnson’s vehicle struck them after running a red light.

According to police, the driver was fighting on her cell phone with her husband and under the influence of anti-depressants at the time of the accident.

Johnson faces numerous charges which include – two counts of Homicide by Motor Vehicle, Obstruction of an Officer, No proof of Insurance, Red Light Violation, Driving Under the Influence, Failure To Exercise Due Care While on a Cell, Driving While License Suspended and hit-and-run among others.

Toxicology testing to determine the type of medication she was taking is still pending. Although police would not say what she may have been taking the medication for, they said she failed a field sobriety test.

She is being held without bond in Clayton County Jail as of Saturday, according to jail logs.
